Places for People has appointed groundworks contractors to a £246m framework split into 13 regional lots across England and Scotland.

Coinford Central and RJ McLeod secured the broadest coverage, taking places on six lots each. M&J Evans Construction and Houlihan & Co each won four lots. Places for People also named MV Kelly, Erith, Tamdown, O’Halloran & O’Brien and Chasetown Civil Engineering among the successful firms.

Regional lot structure

The framework is divided by geography, with lots covering areas including the North West, Yorkshire, the West Midlands, the East Midlands, the South East, the South West, London and Scotland. Greater London is the largest regional package at around £38m. Berkshire, Hampshire and Dorset form the next largest at £30m, while East Anglia and the northern Home Counties account for a further £29m.

The lot list shows how the appointments spread contractors across England and Scotland. Some firms appear in multiple regions, while others are named in fewer lots. The announcement identifies the contractors selected for each lot but does not set out call-off values, project-by-project awards or construction start dates.

Other contractors named in the lot lists include JLC Groundworks, John Reilly Civil Engineering, Westshield, ATD Civils & Groundworks, Hilliard Civil Engineering (Nottingham), Manvers Main Construction, LMH (Civil Engineering), Stave-Con, A D Bly Construction, Kingsheath Construction, J L Knight Roadworks, SEH Ipswich, DR Groundworks, Renelec Groundworks, Tithegrove, Aeropark Developments, Ford Civil Engineering, Hi-Acre Construction, Fred Champion Groundworks, Dockerill Groundworks, O’Connell Contracting, Advance Construction (Scotland), Akela Construction, Andrew Strain Construction, I&H Brown, Keystone Construction Scotland, Stewart Landscapes (Contracts), Chap Group, JKR Contractors, Nicol of Skene, WM Donald and TSL Contractors.

Scope of works

The work ranges from site clearance, bulk earthworks and foundations to drainage, utilities, roads, sewers and external works. In Scotland, the packages also cover house foundations, completed in-situ concrete floors, plot drainage, retaining wall foundations and ducting for electric vehicle infrastructure.

That scope places the framework at the early stages of development, where ground preparation, below-ground drainage and site infrastructure are delivered before or alongside building work. The Scottish packages extend into elements inside the building footprint, including concrete floors and service ducting.

The appointments give Places for People a group of named groundworks contractors across the 13 lots. For the contractors, the framework provides positions on a multi-lot arrangement, but the published information does not confirm how much work each firm will ultimately receive.

The £246m total is the framework value. The regional figures cited for Greater London, Berkshire/Hampshire/Dorset and East Anglia/northern Home Counties indicate the scale of the largest packages, but they do not amount to a complete breakdown of spending by area or contractor.
